CROSBY TOWNSHIP BOARD OF TRUSTEES
Regular Meeting
February 10, 2003
The Regular Business Meeting was called to order at 7:00 P.M. with all Board Members present, and Mr. Strunk presiding.
Mr. Strunk made a motion to approve the minutes for the regular meeting held
January 27, 2003 as written. Mrs. Harper seconded the motion; all were in favor.
Mr. Storer made a motion to approve payment of the bills presented.

CORRESPONDENCE
Mrs. Harper received a booklet from Fluor Fernald titled Fernald at 50; and meeting information from Western Hamilton County Collaborative Plan.
Mr. Storer received a letter from Mr. Howard on the Water Restoration Project; Hamilton County Department of Environmental Services meeting minutes of February 3; New Horizons newsletter; Hamilton County Local Emergency Planning Committee meeting agenda.
GUESTS
Hamilton County Sheriff Lt. Wellbrock was present with the Bureau of Records reports, and the Traffic Safety Report.
A resident complained of tires and car parts being dumped on his property.
Mr. Storer reported a few streetlights that are not working, and ask Wellbrock if he could assist with reporting it.
Mrs. Harper reported mud on River Road in New Baltimore again.
Steve Wentzel from Fluor Fernald was not present, but provided an updated Comprehensive Stewardship Plan. Mrs. Harper stated that there were problems with the one prior, and suggested that this one be reviewed carefully. Wentzel suggested that the Board prepare a letter to Fluor Fernald with any concerns.
Mrs. Yocum reported for the FRESH Group. Their next meeting will be March 27.
FCHEC will meet the 1st Thursday of each month. The next CAP meeting will be February 13.
Public: Mrs. Yocum reported residents who have junk cars in their front yard on St. Rt. 128. Strunk stated that he spoke to Mr. Huhn who will make a report concerning the progress on the nuisances this week.
Ohio EPA: Chris Bowman, Environmental Specialist and Richard Shoemaker, Permits Supervisor, were present to provide answers to questions and concerns residents have regarding the sewage sludge to be applied to farmlands in Crosby Township.
REPORTS
Legal: Don Meyer received Certification from the County Auditor of the current tax valuation of the Township and the amount of revenue that would be produced by 3.5 mills.
Mr. Strunk moved the adoption of Resolution 03-07 Determining to Proceed to Levy a Tax in Excess of the Ten-Mill Limitation Within The Unincorporated Area of The Township for the purpose of providing and maintaining fire apparatus, appliances, buildings, or sites, or sources of water supply and materials, or the establishment and maintenance of lines of fire alarm telegraph, or payment of permanent, part-time, or volunteer firefighters or fire-fighting companies to operate the same, including the payments of the firefighters employers contributions, or to purchase ambulance equipment, or to provide ambulance, paramedic or other emergency medical services operated by a department or fire-fighting company.
This Board certified to the County Auditor a Resolution requesting the County Auditor to certify the total current tax valuation of the Township and the dollar amount of revenue that would be generated by three and fifty hundredths (3.50) mills per year.
This Board received the certification of the County Auditor that such total current tax valuation is $60,781,650.00 and that such dollar amount of revenue is $212,736.00 per year.
The question of the adoption of said tax levy shall be submitted to the electors of the Township at the election to be held on May 6, 2003, for first collection in year 2004.
Mrs. Harper seconded the motion; all were in favor.
Don will certify a copy of the Resolution to the Board of Elections, no later than 4:00 p.m. of the seventy-fifth day before the date of said election.
Maintenance: Harry Meyers was not present
Fire/EMS: Bruce Downard provided the January Run Reports.
Mr. Strunk made a motion to approve a reimbursement of $52.36 to Amber Roe for office supplies. Mr. Storer seconded the motion; all were in favor.
Downard will prepare a description of the tanker and boat no longer being used so that Don Meyer may prepare a notice for the press to get sealed bids.
Mr. Strunk donated $120.00 to the Fire Departments Thermal Imaging Camera Fund.
Clerk: Melody Inman provided the board with the January Financial Reports. These consisted of the Cash Summary, Fund Status, and Warrant Register.
Township Administrator: Jane Pirman received a call from Steve Mary with the Hamilton County Engineer who wants to incorporate the Oxford Rd. Truss Bridge in the plans for the OKI Transportation Grant application. She will prepare a resolution in support of the application for this grant and have at the next meeting.
Pirman received a letter from JMA Consultants regarding the New Baltimore Storm Sewer Project, recommending that the Township accept the low bid submitted by W.G. Stang in the amount of $50,232.00
Mrs. Harper made a motion to accept the bid submitted by W.G. Stang as recommended by JMA Consultants. Mr. Storer seconded the motion; all were in favor.
Tim Gilday from the Hamilton County Engineers will be present at the February 24th meeting to provide answers to questions concerning the Storm Water NPDES Phase II Plan.
Senior Group Director: Millie Wasinger gave an update on the Recycling. Mrs. Harper made a motion to honor the request from Crosby Township Fire Department Auxiliary to use the building every Friday in March from 4-7:00 P.M. for Fish Frys. Mr. Storer seconded the motion; all were in favor.
After discussion, Mr. Strunk made a motion to deny the request from a local church to use the building on Sunday mornings and Wednesday afternoons. Mr. Storer seconded the motion; all were in favor.
Zoning: Rick Espel provided information on the zoning permits issued in January.
Dennis Heyob provided a revision of the text portion of the Land Use Plan. Chris Dole is working on the map inserts.
OLD BUSINESS
Mr. Storer reported on the GreenSpace Signs. The cost of having the signs made will be $35.00 each. Property owners who want to keep their land green would use them.
Storer showed an OTA Bicentennial Blanket he received from the Winter Conference.
The Blanket contains a picture of the Whitewater Shaker House that was built in 1827 and still remains in Crosby Township. It was chosen from several that were submitted by various Townships in Ohio.
NEW BUSINESS
Mr. Storer received an e-mail from Gene Enders who suggested dedicating
Columbia St. in New Baltimore to the space shuttle disaster, or memorializing it.
There were suggested to have a brick made for the memorial instead.
Mr. Strunk suggested having a meeting to prepare information on the Fire Levy and ways to get it out to residents. The meeting will be February 17 at 7:00 P.M.
With no other concerns to be brought to the board, Mr. Strunk made a motion to adjourn the regular meeting at 9:20 P.M. The motion was seconded by Mrs. Harper; all were in favor.
